Honestly? Almost nothing can be done. The people are nice, but lack the discipline. However, this is not the real problem. Manila is overcrowded, and there are too many slums. If the government can do something to lift the people out of poverty, then perhaps there's hope. Everytime I go to Manila, it gets older and more chaotic. The heavy traffic and the pollution are oftentimes exasperating. In some parts of the city (and also in Metro Manila,) one can see places where roads have been dug up long ago for some civic project but up until now have not yet been finished.

Having said the above:
1. The government should lift the mass out of poverty, and this is priority number 1. The lives of the masses must be lifted up to a higher standard.
2. Education is of no use if the people don't use it in their daily lives. The people should have the discipline themselves to make Manila better and not expect the government to do it all alone.
3. Reduce the jeepneys that clog the streets, and I say reduce it considerably!! People come to this big city from the provinces to look for a new life, thus making the city more overcrowded. The government should also develop the rural places and encourage people to go back to pursue their livelihood. Cut to the chase: reduce the vehicles, reduce the pollution.
4. The government should not only encourage cleanliness but also GREENLINESS. Up until now, a large part of the population have not been taught the ways of environmental protection and recycling. You may ask, what have environmental protection and recycling got to do with cleanliness? The answer is EVERYTHING.
5. Finally, It all boils down to this: ACT.

The garbage problem in Manila is not with the disposal end, it's with the production end. The residents make too much garbage, especially plastic bags. Manilenos should recycle, or stop buying useless things so that there'd be less things to throw out.

I myself would use the grocery bags from a supermarket near my home over and over again when I get my groceries. It's the same store, anyway! But I will always get snickers and funny looks, not just from the people lined up at the check-out counter, but from the cashier and the bagging staff themselves.

i've been thinking about this too.how i wanted manila to be a place where families can enjoy going around the city, sitting at the parks watching the kids run and roam around freely.
i think it all boils down to education followed by discipline. if others could understand the importance of cleanliness then there would be no problems in asking them to participate.
discipline follows if we do understand. if you've have observed in other countries, people still make it a point to throw their own rubbish even if there are staff around who could do it. isn't that great? implementation would not be a problem if others would do their own jobs.

2/ Install rubbish receptacles that are emptied regularly,
3/ Check motor vehicles for pollution emissions,
4/ Enforce anti-littering laws,
5/ Teach residents to be proud of their surrounding area,
6/ Find an efficient non polluting way of disposing of the garbage,
7/ Recycle,recycle,recycle
8/ Implement heavy fines or community work for repeat offenders

Other is to clean the estuaries. fine the scofflaws, use the prisoners for cleaning the streets and rivers, move squatters away from rivers and underpasses, build state of the art incineratorsclose the basura dumps, inspect car (including PUV, PUJ and busses) and motorcycles for emissions and lights front and back, Put big red triangle reflectors on back of carabao wagons.... is that 5 yet?????

If the Philippine Government is willing to turn over the entire Philippine territory to the U.S., the resources would be available to clean Manila starting with pollution.

The person who said that filipinos lack discipline is right...
He did miss out on one thing though, the filipinos need to cooperate with themselves if they are to follow with the current uprise in their economy..hope this helps them..
