Can you go to safe mode, like tapping F8 right away, before that pentium logo shows? If Yes then you can select the options Last known Good, thats when it was still running good. Try those first.

Ok so you can't go to Safe mode, I think you need to take your HD out and extract all your important data there and time to get a new pc.

Firstly try a ATX reset (this will remove any static from the Motherboard) > remove the power cable then press in the power button for 30 secs
Try again same problem?
Turn off the PC
Open up the side of the PC
Remove the Memory >
Restart > do you get a beeps from the computer
IF NO !!! Then you motherboard or CPU has failed
These Beeps that you should hear are POST BEEPS (Power On Sefl Test) If you don't get any error beeps then it is not self testing then you will have a hardware fault
If you do get beeps > then reseat the memory and then power on > when you get the intel screen > press the key that says setup > usually f1, f2, escape or delete
Have a look at the settings :> does it shown the hard drive ?
If not then you hard drive may have failed

sounds bad alright. first thing i'd do is get another CPU new or otherwise just to test it. make sure whatever new one you get is the exact same CPU if its different make sure its compatible with your motherboard. CPU's have probably changed a lot since you got your computer.
were you always running a lot of programs on the pc? giving it a hard time like? when you start up is your cpu fan spinning?
open the side of the case and turn the PC on.
DO NOT TOUCH ANYTHING INSIDE THE PC WHEN ITS ON JUST OBSERVE
check if your cpu fan is spinning.
check if you can see whats making the sound.
turn the pc off and check if the CPU is fitted correctly and tightly onto the motherboard. there should be absoloutley no give in it.
my best guess is that your fan may have failed and fried your CPU.
on the bright side could be a good time and excuse to upgrade?

If u have a cd rom then it could be boot up problem...
change the boot sequence in BIOS settings

if you have windows cd, insert it in cd drive and restrart the computer, it will ask to press any key to boot from cd, do it, if it boots from the cd then you can either repair your windows or do a new installation as explained below
