Not including summer holidays and probably cannot go in July...

climate-wise, all year round you'll get sun and rain, average temperature is probably around 30C or so. november to january is the monsoon season, so there'll be more rain than usual and that can be a little annoying.

if you want to see the cultural aspect of the races in both countries, coming during major holidays would be good.
1. Chinese New Year (just over - the festivities at least)
2. Hari Raya
3. Deepavali
4. Thaipusam

other than that, any time of the year is fine as there isn't much of a difference. you can visit Singapore for the cityscape, shopping and the like and visit Malaysia for the beach (Redang, Tioman), sun and cheap shopping. of course both countries offer all those but they're more known for those.

Not end of the year as that is the time locals go on domestic holidays too.
