drunk man that isnt hurt but has ran off the hwy and into a ditch? or would you call the police?

In this case, when on troll patrol I would need to do both. I'd have the drunk person stay in
his vehicle and not wander onto the road. It
would take a trained official to determine if the person has too high of an alcohol level to drive once a tow truck is called to pull up the auto. We would not want to find him on the road again going the wrong way from wrong help.
