Well...you'll need Colosieum, XD Gale, Pokemon Channel, Pokemon Emerald, Ruby, Sapphire, Red, Green. www.serebii.net has how you can catch them all. You'll also need to attend the nintendo events to get the special tickets and special pokemon like Mew. Its very hard to do since theres 386, and with Diamond and Pearl coming out the total will be 500.
The easiset option can also glitch your game, is to use gameshark to get all the Pokemon you might miss.
Or, on ebay...they're selling complete games with all the pokemon for about $75 and above.

I would suggest looking on ebay for collectors cards from past decks first, then moving to the more serious collecting that happens on Tokyo exchange boards.
