Even if you get A+ in school and your car breks down in the road can your A+ average fix it? No, people are smart in different ways. Our school system needs to appreciate the fact that I can code video games or that my best friend can build computers. "The one can overcome the many with determination" - Myself

I used to complain and whinge about my (sometimes) poor results being due to bad teaching, be that permanent or relief.
The truth was, I got the bad results because I allowed my misgivings of the teaching staff to get in the way of actually doing the hard yard that needed to be done, regardless of who was teaching me.
At the end of the day the teacher is really not the biggest issue, it is how much effort the student is willing to put in. True, some teachers are better at explaining things/ conveying meaning then others, but that does not mean that a student must have the best teacher in the world to do well.
If your son feels that he is not quite keeping up with the curriculum it is up to him to seek out extra assistance. That might be through asking more questions, reading more text material, seeking out help outside of school hours, joining a study group, doing more homework etc etc.
Obviously your son is concerned about his grades and values the rewards a good education can afford him, so he should be able to see the merit in working hard DESPITE the teaching staff, not BECAUSE of the teaching staff.
He will be fine :)

Life's too short for children to have to worry about school results.
Parents sometimes put them under too much pressure.
If you're childs problem was due to relief staff, are all the children in his class struggling? Would you not expect that?

speak to other parents in his class before having a word with the head, see if other children/parents feel the same, either way you have every right to voice your concern, this is your childs education and any worries he may have should be addressed and dealt with, this is an increasing problem due to staff shortages, however the school do have to be made aware in order to rectify. your son is obviously well educated and balanced to have realized this and brought it to you, good luck

it drives me mad to but if they do the work that is set from the relevant text book then it doesnt matter who teaches them its the work that the student puts in that will reflect your sons grades but why not call the school and speak to the principal and tell him of your concerns maybe they could get the same supply teacher each time that subject is needed to be covered anyway hope he does well in his exams next year

Its comes down to year 11, right now coursework is just getting started he will have many chances to build on those marks later on. the most important part is he meets deadlines and is willing to work + is not rude teachers hate rude children.
also revision guides work and class mates can help its not worth stressing over.

has he broached the subject with his headteacher? If several pupils are feeling the same way, they should express their concerns to the head. if necessary, the school can write to the examining body to ask for circumstances to be taken into account when marking work.
