Until March 15, 2007, PayPal, Inc. (a U.S. company) will still be the sole source you liaise with. You can open a new PayPal account at their official site: http://www.paypal.com
Indicate your country as 'Singapore', and primary currency as 'Singapore dollars.'
After March 15, 2007, your account will be automatically transferred to PayPal Private Limited (their newly formed Singapore company). At the moment, I am not aware of any new Singapore PayPal website. I gather that your queries and application can still be directed to PayPal, Inc. at their abovementioned website.
