does the child protection officer of a voluntary sports group have to be present at every training session and all competitions?

if they dont how can they fill in incident reports if they didnt see it themselves?

The group should have a Child Protection policy (I assume all the people actually involved with the children are CRB checked). There should also be a written procedure for dealing with complaints from children, their parents and other volunteers which all vols must be aware of. The CPO only has overall responsibility - which means that he or she ensures the policy and procedure is adhered to, they dont actually do it all!
The NSPCC website I believe has guidance, but certainly your Local Authority Children & Families Dept will give help.

No but they are ultimately responsible for CP issues
