Once upon a time it did mean that, but the meaning has changed over time. It is still sometimes used with that meaning, but that is unusual.

causing extreme terror; "a terrifying wail"

Horrific is from the Latin horrificare, which means frightening, literally "to cause horror."
Terrific is from the Latin terrere, which also means frightening.
However, it has gone through the process of amelioration over time, meaning that its connotation has improved over time.
Awesome once meant "impressive and frightening," but is now used in slang to mean "excellent." Terrific went through the same process a long time ago. Eventually, we may forget the original meaning of awesome and simply think of it as meaning "the bomb" (which many people have already forgotten means "terrific").
