Depends on where you are talking. When I think of NE Seattle I think Lake City - in that case not much. I would stop by Dick's Hamburgers, pick up some food, and go picnic in a park, or if it's not a nice day go to Dr. Cue's and play pool by the hour.

So in North East seattle, do you mean the Laurelhurst area (east of UW) or are you talking Lake Forest Park? In Laurelhurst there is the HUGE park in Sandpoint. There's also a navy base there that might be interesting to see. The Burt Gilman trail runs right along the west side of Lake Washington (NE Seattle area) and you could ride bikes or walk on the trail. It's pretty cool. It runs along the Slough, which is an interesting area. Wayne Golf course is up in that area (Kenmore) and it's pretty inexpensive. A really fun thing to do is to go to Pump it UP or 321 Bounce. They are places that have inflatables (slides, obstacle courses, etc). It's about $6 per person and a ton of fun!

Enjoy!

Sit around the lake and feed the ducks, I guess. There's not much of anything "low-budget" on the Eastside at all.

Go to Seattle Grace Hospital and swoon over Dr. McDreamy and Dr. McSteamy!
