If you plant a young tree, it can take a couple of years. If you're planting a new tree, get the most mature one you can afford to get fruit production as soon as possible. Dwarf trees produce pretty quickly.
As for the actual time it takes a fruit to develop on a tree, it's generally a couple of months from blossom to ripe fruit.

From the spring time when they blossom until about August when they reach maturity. That's the growing season in the pacific northwest anyway. Also, How old are the trees? On a very young tree, you'll have to wait several years for them to get big enough to produce much fruit.
