Stupidity is subjective. The closest thing to a formal measure for stupidity (lack of intelligence) is through an IQ test. This leads us to believe stupidity is primarily measured by biology/genes. If you mean ignorance (and not stupidity) then the primary factor is environment.
A lot of people confuse stupidity with ignorance, so I'll mention them both:
Stupidity is the lack of quickness or rate of dullness. (this is caused by biological factors - normally brain chemistry. This is seen in many mental disorders)
Ignorance is the lack of knowledge on any given topic. (this is caused by environmental factors - ones inability or unwillingness to learn a particular topic)

One doesnt become stupid over night. Maybe he or she isnt stupid but is pretending to be. Maybe to cover up his or her past mistakes. Just exactly are you referring the meaning of stupid? That is a long range there. If its educational maybe parents had something to do with that. Enviornments could play a role. Lots of stupid people out on the road for sure. That would take half or more of a day to go into that one. Lack of raising by the parents ..not enough comman sense and knowing the difference from right and wrong. Biting your own tongue when you get mad knowing all along they were right and you were wrong. Those are some of the things that are reasons for stupdity.

Stupidity is relative. One may be a rocket scientist, or a lawyer - but in the end you don't realise a lack of knowledge. As you age and experience life, you learn things - it's trial and error. None of us are born with the knowledge of how to extract oxygen from water, or to change a tyre.
However, if someone truly is challenged in their everyday life, it is generally a lack of opportunity. A bad education, or a poor upbringing. But sometimes it is genuninely their fault that they have a lack of intelligence; for instance they spent their high school years sitting in the back of the class and not learning anything.

Stupidity is just ignorance... It can be both educational and enviroment related. Just think...if stupidity is ignorace, and ignorance is not knowing something, and you have to be educated to know things, then yes. its educational. Also what kinda of environment does the ignorant or stupid person live in, what type of enviroment is the school that he or she goes to, are they learning anything? So yes i could be environment related too.

In my opinion stupidity is caused by contentness in being ignorant. There are people who are ignorant, know that they are ignorant and have no desire to change that. Everyone has some ignorance in them (because no one can possibly know everything) but the people who are really stupid are those who have no desire to eliminate their ignorance. Especially in relation to society and the world. Worldy knowledge is the most valuable, in my opinion, and people should always remain inquisitive because with each question comes more knowledge. People need to understand one another in order to get along as a society and a world. Contentness in ignorance is where true stupidity lies.

How could we guage stupidity without somebody not being perfect like we are?
Somebody needs to design the space shuttle.
Somebody needs to clean the toilets.

If it's not retardation, then it's learned (or lack of education). You aren't born with knowledge. You're born with the brain that facilitates knowledge. How you spend your time and who you spend it with determine how intelligent you are, although genetic predispositions exist for the person to choose path 'a' vs. path 'b'.
