Write anything, just sit down with a pen or at a computer, you can write "all work and no play makes jack a dull boy" again and again if you must, but just don't leave it around.

I sometimes have the same problem with drawing or painting. I think anyone who is creative in any way has the same problem at some time. (we are all creative but not all of us acknowledge that creativity!) Try this... think about one thing, like a tree, or a dog, or a box, anything...and write everything you can think of regarding that thing. Stuff like, I used a box to bury my hamster when I was 9... a box has 6 sides, I saw a red and blue box...
You'd be surprised where you might end up! (We all end up in a box eventually) That was accidental, I swear!!! anyway, if you can't do that, then pick up a pencil and scribble, as if writing, on a tablet or lined paper, like you probably did when you were 4 or 5 -pretending you were writing in cursive. This can be stress relieving both for the mind and the hand that is wanting to write.
Another idea to try is this, look out the window and write down what you see, be poetic, or as detailed as you can, just to get some words on paper. I sometimes want to write but I can't either, kind of like the painting, but I usually don't have time so I end up doing the scribbling thing at night while I watch TV or something like that. I have too many creative inklings and not enough time or ideas to get them out of my head!! Have fun!!

When this happens blank your mind from any thoughts about the story, just write, don't think about the plot, the characters, grammar, just write...write as if your blabbing or mumbling to yourself just fill the blank, this way you'll let your subconscious write...whatever comes to your mind put it on the paper don't worry if it makes sense or not...When u finish then edit/elaborate/delete/correct or whatever this really helps in beginning ,,,once you begin or start the introduction then it'll become easy to continue and the words will just flow

I get that feeling all the time.
When i actually sit down to write, I usually start off with what i did today, or something that's on my mind, then I see where it takes me. Just because you start writing about your day doesn't mean that you can't end up writing someone completely different.
Just start writing something, anything.
