and how do i get the health department to license my busniss if i cater at home?

If you are planning to advertise this as a business, then the answer is yes you will need a buisness license. It only cost $20 for the license and arrives in a short amount of time. If you ever do buisness with another business in WA you will need to provide this number to them for tax purposes and so they know that they are doing business with a real, registered business. Start by going to the department of Revenue, where you'll need a business license. Then go to the health department, and tell them that you want approval. Make sure that you and any helpers have food handler's permits through their office. I live in Washington too, and this is the correct way to do it.
