Same reason your car doesn't get the same gas mileage that's listed. It's advertising.
You can print much faster (and you'll use less ink) if you change your default print settings so that everything comes out in grayscale, in draft mode. No fancy 'full color' items, no rich vibrant eye-popping colors are needed when you print your email, a recipie, or driving directions.
Also, if the printer is already online, warmed up, and ready to roll, it will start the print job faster. However, when it's in 'power-save' sleep mode, it will take a while.
Like most advertising, take it with a grain of salt. When you see advertised speeds/capabilities, and automatically adjust it down to about 75% of what it says, then you won't be disappointed in 6 months when it starts wearing out.

The Problem is Hiding the Details.
18 PPM would be achieved under standard test conditions.
Using no Graphics. only 5% Coverage. And the same page printed 18 copies.
But in reality you wont be doing the same. You would never print the same copy 10 times in a go and without some fancy fonts and text.
Even 20 PPM Printer would take 18 Sec or so for the first Print.
The Speed is calculated after the First Print Since the Drum Warm up is a Only one process for a single print job.

As the saying goes, "Don't believe what you see on TV". To fool their customers into thinking that their printers are quick, they cut scenes out and paste them together to make it look as if it prints in a split second. It also could be that the printer you bought is an old model or reconditioned. If it is quite noisy than you know that it is old. These days people use laser printers that are quiet and much more efficient and fast. Or, the printer is not that compatible with the computer.

the problem is not on ur side and also not on the manufacturers side
Printer manufacturing co. claims that their printer is superfast and this is correct to 99.99 if they claim so the fact is that every printer has selftest embedded in it
and the manufacturer and claiming their speed on that selftest which is independent of network,os etc

well sometimes they exagurate (if not all the time lol) expect to see it somewhere around that but most likely not exact. **IF ITS WITH 1 PAGE try setting your printer settings to lower eg: set the quality lower, if its on high it might take up to 2 minutes lol**

they do print that fast, jsut means that you have to put them on draft print adn black and white, and it will go like a bat out of hell. althought they will look ****, but if its not final work its good anought oh and it will save you ink as well.
