It's taking a beat and looping it. Then adding a rhythmic guitar riff or some arpeggiating keyboard riffs, or basically making a mishmash of sounds that you mix & match, which ideally have the same BPM and looping it to create a song that continues for as long as you like. Look into Acid software.
