Besides the obvious of getting Broadband/ADSL/ADSL2+ you could try getting the Google Web Accelerator, although that has caused nothing but trouble on my computer.

Although that is mainly for broadband connections, it might have some effect on a DialUp connection.
Another tip is to limit the web applications that you're running, for example, Game Servers that aren't being used, and other stuff that uses internet connections

You can't. Afraid it's a case of you get what you pay for and unless you change to broadband, then dial up will always be slow. Sorry.
