The moon exerts exactly the same gravitational pull on the earth despite what 'phase' it is in - so whether it's full, half, new or in eclipse, it's pull on the earth is exactly the same.
The total gravitational pull can vary slightly depending on the relative positions of the sun and moon (causing neap and spring tides) but nothing that us as humans would notice.
So no, solar eclipses do not cause birth defects or send people mad for that matter!
