Everyone has ideas as to which members of the Justice League should be in a live action movie, but what about the villians? Would you want it to be like in the comics when they all got together, for the first time, or would you want to have some of the other characters?

Well, the villains for a movie against the Justice League would really depend on who is in your Justice League. See, if we go by the comics for any indication, some times the Justice League was more of a B-Lister book, so just one villain would be more than enough for them.
One great storyline would be something like Under World Unleashed, from the Comic Storyline back in the 90's. A basic gist of this, Neron takes over the Underworld, and gives great powers to the Villains, so that they are more powerful they normally were, for the price of their Soul.
If we go with a JL like the 7 core members from the animated series, we would have Superman, Batman, Wonder Woman, Flash, Green Lantern, Hawkwoman, and the Martian Manhunter.
So, for villains, would be Lex Luthor, Joker, Chetah, Zoom, Sinestro, a White Martian, and someone for Hawkwoman (a good villain may be Starfire's sister, Komad'r)
Another good idea would be like the Justice Lords, or the Crime Syndicate, basically evil versions of the heroes themselves. Why else would a league be needed, unless to fight someone as strong as themselves.
The only issue I see, if we go with big names, we are not going to afford a movie like this, so your best bet for casting is a few big names, here and there, and the rest be unknowns.
The major problem here is that DC is already having a hard time making a Superman/Batman movie, so the chances of seeing any true Live Action League Movie, is slim right now, but I would definitely go and see it, if it was done right.
The only other idea I had was like mentioned before, someone so strong, it required the League.
Doomsday, Amazo, Starro, Imperilix Invasion (Our Worlds at War), Paralax...
Or, one last idea, just make the mega series ‘Justice’ into a Movie. You have so many great heroes there, and many could be stunt actors or unknowns for the lesser parts, get the main guys from Superman and Batman for the Villains (Lex - Kevin Spacey and Joker - Heath Ledger) and then cast anyone else that may have appeared in a movie with their actor, then unknowns for everyone else. Maybe, have someone like the Superman actor be Bizzaro as well?

The Justice League has the same problem as Marvel's Avengers, there are too many strong characters to put them in one movie. If they did, they would need to pick a villain like Doomsday or Lobo. Somebody that Superman couldn't easily beat on his own. DC doesn't have villains that are interesting enough, they have a few bad@sses. Just nobody worth making a movie about.

Unless they can come out a good plot and have the money to spent on the production, if not, I don't think it's a good idea to make Justice League Live Action Movie. It's not easy to select actor playing superman, batman, wonder woman. Let alone to select the villains.

It would have to be darkseid because he has entire planet as an army. he has the technology and the firepower. Superman will be the muscle power and Darkseid nemesis, and also darkseid has multiple henchmen and he is known to recruit villains.
Who woukld play them? that is tricky...I do not know the names of the characters but it needs someone like a deep voice. I am thinking Robert De Niro. If he gets the body. Darkseid is complicated for he is old but very powerful, so no young actor can portray him. Ron Pearlam (from HellBoy)perhaps?

Jim Carrey as Sinestro, Riddler, or Weather Wizard.
Arnold Swazenegger as Solomon Grundy or Bizzaro.
Verne Troyer (Mini Me) as Mr. Mxyzptlk.

Jack Nicholson, Johnny Depp, John Travolta, Kevin Bacon, Matt Damon, Benecio del Toro, and Al Gore. They can all be evil bastards.

It would probably be the major nemeses of the primary heroes: Lex Luthor, The Joker, etc.
