There's no all-encompassing answer. Dahmer was naturally sociopathic. Others have a deep-seeded desire to harm others. It's called sadism.

Most people grow up in environments that are awful enough to leave them (seemingly) with no other choice. I know it's an extreme example, but would you rob a store to keep your child alive? Many people see no other way out than to take from others to keep themselves okay.

Still others commit crimes of passion. Someone overwhelms their coping mechanism. I spouse cheats on them, for example. Rage is a powerful thing.

This issue isn't black and white.

It depends on the person and the crime. Some crimes are caused by the environment. Robbing food from a store because they have no food, or breaking into a house to get out of the weather. Often these people feel forced because they have no other options.
Others crimes, which are most of them are their nature. Stealling cars for the thrill. Rapping to feel empowered.
Than there are the other crimes of passion, were a person losses there sense of right and wrong. Such as killling your lover after walking in on them with another person.

there are many factors contributing to the high rate of crime in our world, take for example, in most underveloped and developing countries, you find that the one reason is the environmental factor, eg poverty. most people commit crime because they also want to have something and again because they are angry about the fact that they dont have anyting, so they will make sure that those who have dont enjoy what they have. while others committ crime due to identity problems, for example the crisis of masculinity leaves many men bashing on women just to make themselves feel better and manly. the nature of thought could also be a factor, when people just go psychoatic and just start killing people for some odd satisfaction. this derives from a kind of sexual pervesion that humans have. i cant seem to figure out the name right now but the fact is, the perpatrator derives sexual satisfaction from killing or harming the next person. lastly but not least, we have extremists. this are people who would commit huge crimes such as cults etc. this people are mostly influenced by their beliefs, were by they would be doing what they call cleansing for the next life. they would kill a large amount of people, because they think that they are sparing this people from eternal fire in hell or from these many problems here on earth. again another sort of extremists are those people who would kill to cleanse that which they feel is of no value, for example the people of another religion or ethnicity.i hope that gives you an idea of the reasons why people commit crime.

It is not in Good people to
commit crimes. Evil people
always have an excuse to
harm others. If a Good person
is somehow driven to do wrong
and give into temptation, they
are hurting inside and repent.
Evil feels no remorse. Many Good
people have come out of very
bad environments, and that proves
that bad environments is just
another excuse used by evil.

people commit crimes because it's rewarding. For example, many damn (say illegal immagrants ) always go and steal. Police will never catch them because they don't have ids or documents.

Furthermore, pedophiles and rapist don't stop after one victims because they feel they want more because they can get away with it.

Long story short: it's the enviornment that makes things possible for people to have natural thoughts about commiting crimes.
