Hillary has had a Charitable Family Foundation since 2001, but she has failed to list it on annual Senate financial disclosure reports on five occasions. Is this a tax shelter? How do they work? How can we all set one up?

Hmm, wonder why she has failed to disclose it. Doesn't surprise me at all, she has a habit of failing to disclose things.

You might have better luck asking this in the financial section, they would probably have better grasp on tax shelters and how self charities work. Now as to why she does not list it, you have to list investments and savings. Technically a charity would be neither an investment nor saving since she is not suppose to benefit from it personally.
