I'd say it was your CPU fan. If your PC is not under warranty and you feel confident enough, open the case and locate the CPU fan on the motherboard. I would press my finger down on the MIDDLE OF THE FAN (NOT THE BLADES) and see if the noise stops briefly. If it does then that's your problem. You can get a replacement fan on the Internet quite cheaply but make sure you buy one that's powerful enough to cool your CPU! Please feel free to email me if you need any assistance.

When you add data to hard disk it puts the data on any blank parts of HD, so when booting up programs that are defragmented and are all over HD it will make a lot of noise by skipping through the disks. Try defragmenting the HD once every two weeks or so...

It may not be your fan... If this last only a few seconds, it may be that you have a CD or DVD in a drive.
Some of the new DVD drives spin so fast that they sound noisy... but this only lasts a few seconds and then they stop.
Check your drives for a CD or DVD in it.

It is possible that some of your Cables may be rubbing against the Internal Fan. Take the side off and see

it is most likey your power supply fan that is going to go out on you very shortly you can not save it it is to far gone just ride it out or take it out now use it as an addition powersupply for cards or monitor blow the dust out of the fan. then replace it with a larger more stronger power supply if you hav't already

Your computer thinks it's getting too hot and is turning up the fans to compensate. Most likely, the machine is clogged with dust. Give it a good cleaning and I'll bet you that it stops.

Mine started sounding like that when the fan was coming loose. I opened it up and popped it back into place and that fixed it.

Mine did that when it was dusty. Open it up and spray the fans and inside components with compressed air.
