I was wondering if there is a way to determine if a laptop battery is still good and can at least hold a charge without having the laptop it goes in. Like maybe with a voltmeter or something?? I'm just wondering because I have a Gateway Solo1400 Battery I want to sell on ebay cause the laptop is busted and I have no use for it. I dont want to sell it if it doesnt work though.

There is a way. You need to know the voltage that the battery takes. You'll burn out the battery if you don't charge it correctly.
There is a bench tool that can help you it will supply the right voltage. I don't know any name for it other than a power supply.
But this has a regulator on it to set the level (it has a rheostat in it to dial in the proper voltage). If you have a voltage regulator that came with the computer (the charger) you could rig something yourself since the same unit used it to recharge in the computer.
You may need some wires and/or clips.
