As for the Genre, you're right about new wave. It's also British post/punk. The song was a single in the 1982 album. :)

Despite being incredibly familiar to everyone who hears it, and being featured in just about every 80s compilation disc ever released, this song never made it to the Top 40 charts, reaching only as high as #76 upon its re-release in 1990.
