Jiggle the stearing wheel back and fourth while jiggling your key, otherwise get a locksmith to take it out.

Why are the dash Lights on? Sounds like a clue to some kind of electrical short - or cross feed. Could be bad ignition switch. Some mfrs have bad switches that can melt down - even catch fire. Most interlocks allow you to turn the key to the accessory position - when the transmission is in gear. Dash lights should not be on in ACC position.
Check all fuses. And as one answer suggested, disconnect negative (ground) battery terminal until this is figured out.

Well, you didn't say what type of car it is, so I'll just guess. Some cars had a little lever by the steering column. If you have your fingers on the key, it might be right by your middle finger. Good luck.

Start your car, turn the steering wheel all the way to the left or right until it stops, hold it where it stops, turn off your car and remove the key (while still holding the steering wheel all the way to the left or right)

sorry can'y help with the ignition key being stuck but if you think the batt will go dead take the batt cables off the batt intell you get the key out.

did ya make sure the car was fully in Park?
to prevent the battery from draining disconnect the negative cable....
