No. This sounds like a local tax, not a local income tax. Local taxes can only be claimed
as a Schedule A Deduction, but only if you itemize.

You might be able to get some, not all, of it back, I'm told. Check with the tax collector on how to do that.

Some places in PA collect it all at once, some collect it in smaller increments.

yes because you have barely any income when you do the math on the 1040EZ you have no taxable income therefore you get all you withholdings back
