I'm not a fire-fighter, but its my understanding that a "still alarm" is the lowest rating for an alarm. This is what a fire is designated if its reported by one source. When confirmation is made it is upgraded to a "working still alarm", and if the fire is extensive it can be upgraded to 2 alarm, 3 alarm, or higher.

It may be different for different fire departments.

When someone walks in or drives up to your station to report a fire or another type of an emergency instead of getting sent by the dispatch center. Thats a still alarm. I am a firefighter.
