Make one i did try but i only got some stupid nintendo games for answer pleas if you know something

I use a hovabator for my dragons. but if you google home made incubators you will get a plethora of ideas. some better than others. before it is too late make it and test it out make sure temp and humidity stay stable. if humidity goes down 5 percent I need to add 1/4 cup of water etc. get these down first. on a hovabator its all ready been tested for you. but you can do it just work with it before you need it.

I realise that people use the words differently but all 'turtles' are protected under CITES and you cannot keep them.

For reference:-

Turtle - marine
Terrapin - freshwater
Tortoise - land

I know you mean terrapin, but I'm just making sure.

As for hatching, sandbank sand which is moist warm but not wet usually does the trick.
