No, I don't think so.
When you think about the actual number of real threats directed toward US soil, they're very slim indeed. Really the only Americans at risk are those out of the country, and even then most are safe (excluding soldiers, of course). Now add all the security that's wrapped around each potential runner, and they're pretty much safe.
As for the "dividing the White House during a war" bit, without knowing when the war is going to end (because it certainly doesn't look like it's going to be any time soon) it doesn't quite come into play the way it did in WWII when we knew the War would only last a couple more years.
