It's not about the age, but his ability to handle the responsibilities and consequences related to sex.
But at 15, he's woefully unprepared to handle either.

A recent study found that for males (but not females) that having sex during the high school years is important for self esteem and emotional maturation. The same study didn't find this to be true for high school aged females, however.
It's often advised that teens and even college student not have sex and wait until later, etc. However, I think this is denying reality sometimes. Some teenagers have sex because, quite frankly, it's important to them on an emotional level. Some teens don't just have sex because they're hormones tell them to, but because they fall in love and develop strong feelings for another person. In effect, they "make love", not just random humping as is often portrayed.
The truth is that the vast majority of teenage pregnancies occur because no contraception was used at all, not because contraception didn't work. Some people lie about it afterwards. Abstinence can be mentioned, but reality suggests stressing the use of better forms of birth control.
There are risks everyday in life. A boy risks hurting himself and disabiling himself permanently playing football, too. He does it anyway because he likes it and it's important to him. For some boys (but not all), sex will fall into the same category as being important and necessary to be happy -- maybe even more important to some than sports, etc.
So, the "abstinence for all" idea is just ignorance, in my opinion. Abstinence may be a good choice for some, but different young people have different needs.
I also feel that lack of responsible choices is even more of a problem than lack of education. In effect, teens know they should wear their seatbelts and not drink and drive, but some of them do it anyway. Likewise, with teen pregnancies sometimes birth control is omitted where it is not on hand at the moment, and the choice is made to have sex anyway. The big push is on education as if teens don't know what condoms and birth control pills are. This usually is not the case, however; it's usually more of a "making a bad choice" and not being responsible even though they know about the potential consequences. Some teens know more than their parents do about sex and birth control and make bad choices anyway.
How to balance all of this out... I don't have the answer. But I do know that telling everyone to abstain from sex, particularly boys where it is sometimes very important to them as far as how they feel about themselves, is a mistake and a denial of reality.
When boys are young and healthy and at the peak of their sexual attraction for the opposite sex and also physical/hormonal abilities in this sense, they're going to have sex. Physiologically speaking, this is when nature is telling boys to have sex both mentally and physically.... this is part of evolution as people didn't use to routinely live to middle age hundreds/thousands of years ago. Telling them to repress all of their sexuality in both a mental and physical way is not always healthy for some.

Someone told me once that if you're too embarrassed to talk about sex with the person you're going to have sex with then you're not ready. Oh .... and use protection!

Men should wait until they are married like women should .It is supposed to be more special that way .But nobody hardly ever waits anymore.People should at least use protection not to get sexually tranmitted diseases and to not have an unplanned baby.
