Well the Doctor was never the only "renegade" TimLord, there have also been the Master, the Rani and the Monk, just to name a few. Of course, the details of the Time War were never given, so we don't know if it was possible for any of the above to have avoided it. Yeah, I guess that lots of characters (like the daleks) manage to evade death time and time again, so why not some other TimeLords? Eventually, some will return: writers won't be able to resist!

Well, I presume that the doctor can see straight through the time and space continuum as when he met Mickey he called him Rickey and it turned out that in the parallel universe that there was an alternate Mickey called Rickey.
Anyway, if the doctor can see through space and time then I guess that if there were any other time lords in existence then he would have 'sensed' them
I know that some of the Darleks survived but that was only because they hid in 'the void' in a 'void ship'(the big black sphere) which contained the 'genesis ark'(Time Lord technology that contained millions of prisoner Darleks).
So this obviously means that the Doctor can see through space and time and there are no time lords.
There is a possibility that in the new series that the Master is coming back... perhaps he is hiding in another 'void' but if there were any other time lords in space and time I think he would have seen them. Hence why he keeps on that he is the last Time Lord.

That's what he has claimed. However, he's a time traveller, so odds are good that he'll run into another Time Lord somewhere down the line.

In fact, he's run into himself a few times. Two episodes of the original series come to mind in which a) three of the Doctors' incarnations run into each other and b) five Doctors run into each other.

He believes he is the last, however in the next series it has been rumoured that we will see The Master, an old enemy of the doctor who is also a timelord. We are also meant to find out the Face of Boe's secret, and I think this will have something to do with there being more timelords around still.
