My pan No. is (AGGPK9899M) but till date I have not received my pan card now how can I apply for new pan card?

Instead of applying for a new card, what you need to do is-
"Please contact the Aaykar Sampark Kendra (ASK) at 0124-2438000 (or 95124-2438000 from NCR) or visit the www.incometaxindia.gov.in and go to 'know your PAN'."

It is very simple and uncomplicated process now. Just visit www.tin-nsdl.com and download Request For New PAN Card Or / And Changes Or Correction in PAN Data
This is a one page form in which you have to fill in all your details as if you are applying for the new pan. Affix your photograph. If you have xerox copy of the earlier issued pan card then attach it. Else you will have to attach copies for proof of identity and proof of address. Don't forget to mention your existing pan no in the designated column. They will charge you Rs.67/- for this. You need to submitt the application in the nearest NSDL Tax Facilitation center. The address of the nearest one to your locality can be searched on this site only.

Instead of applying for a new one, why not go to the concerned office and persuade them to expedite the issue of your card. Go to the top man concerned and apprise him of the facts. The government is bound to issue you card sooner or later. Let them do it.

My only concern here is that your PAN number is out in the open and people can use it to steal your identity. Please if you can edit it and take the number off and be safe.
