A couple tin cans tied with a string are faster communicators of data than dialup. You'll likely find a good deal on DSL internet from your phone company. I have Verizon phone and DSL and my internet bill is $30 a month for a 3mbps connection. I've heard that Quest has DSL for $25 a month as well. It isn't the fastest thing out there, but it beats the $h!t out of dialup and costs about $20-25 less than cable internet.

well your cheapest option is probably dsl but cable is faster and more reliable so if its worth it to you to spend the extra ten or so dollars for a little boost in speed the go with cable. if you want cheap dsl is the way to go.
