In PS2's NCAA 2006 how do you "Spend Recruting Points"?

In the race for the Heisman. I would like to try this. This feature is talked about in the game , but I have not found how or where to do it.

That's only in Dynasty Mode. Complete a season as any team and you will go through the offseason process where you will have to spend points on recruiting new players to your school. The more successful you are in the previous season, the more points you get and your chances at landing blue-chippers and recruits outside of your school's region are better.
