It is dependant on what you are trying to achieve and what skin type you have.
Liquid liners are used best on oily or over dry skin. For the large almond eye look, they are good for setting boundaries on your eye lids.
Pencil liners are used for more on normal to oily skin types. These products are used for the "smoky" look, or to soften the eyes. If you already have large eyes, smudging pencil liner will give a more abstract view of your eyes.

It depends on the effect you want and where you're applying it. For upper lids, the regular is softer and more natural looking. But to accent along the lash line, inbetween the eye lashes on the upper lid, the liquid liner with the felt tip can't be beat! You get a much thicker look to your lashes with this little trick, over and above regular eye liner and mascara. For lower lid accents, the regular pencil is the softest. But liquid is longer lasting, but it's harder to apply. I do a broken line under the eye, with liquid felt tip, just at certain points and lightly applied. You can look clowny real fast with liquid as opposed to regular. But it won't sweat off as easy as pencil, especially on hot days.

Well, when I use eyeliner, I use the regular type, I guess just because it doesn't look so much like a mask or something. But I think that the liquid looks great too (but it looks like something an arabian dancer might wear,LOL)

Liquid eyeliner is for night time or special occasion only. Because its glamorous! You never want to over do it in the day time so the answer to your question is both are equally as good at different times or occasions.

I use both depending on what kind of look I'm going for. I have blue eyes, fair skin and reddish hair (for now, I'm usually a medium blonde) If I want a smoky look, I use regular pencil eyeliner in dark brown or brown black. Also, if I don't want it to look like I'm wearing tons of make up, I wear pencil liner in brown or dark brown.
If I want a more dramatic look I use liquid liner in dark brown/black brown on my upper lid only.

If you are going for a more natural look, pencil is always better. If you are looking for a more dramtic look, liquid is better.
Personally, I like pencil better then liquid. Simply because I like natural looking makeup.
If you smaller eyes pencil would probably be better, and if you have large eyes,liquid.

i use liquid on top and pencil on the bottom.
otherwise the liquid one burns your eyes.
i find this combination the best.
liquid tends to work better on people with almond shaped eyes

it depends on the skill you have of applying it. if you arent real good at doing either of them, then if you use the pencil kind you can smuge it a little and i looks ok. but if you are really good at appling liquid liner and it looks good and clean, then you should use that, but for most people they dont have a steady enought hand.

liquid is better if you can draw it on straight and let it dry good, but pencil is alot easier
