It costs nothing to create a personal station at music.yahoo.com. Basic Launchcast "radio" is free to listen to. There is a Plus version that costs $36/year, but you are not obligated to buy the paid version to listen to your radio station.

The other service, Yahoo Music Unlimited, costs more. YMU lets you pick the songs you want and you can download them; whereas Launchcast picks the songs for you based on your ratings, and streams them to you. YMU is optional, also.
