Historically speaking, the wizard of Oz mirrors the late 1800s, when industry and the economy were doing very well. The land is green to smbolize the envy felt by those of the lower class during this time, as well as a symbol of money and how well the economy was doing.

In the movie, the only part that was green was the Emerald City. It was green because, well, emeralds are green.

In the books, each land had its own distinctive color. The Munchkins, iirc, wore blue, the Quadlings wore red, and so on.
