It means to pretend or deceive that you are more interested in that person than what you really are. Like you are making someone feel like you are in love with them but you really aren't.
You are "leading" them to believe something that isn't true.

To lead someone on is to make another think the outcome of a certain event will be better than it really is. To coax someone to do something to accomplish your personal gain. See manipulation. ;)

you make them think that they would have a chance with being with you, making them think your interested in them for a real relationship and really you have no desire to ever do that. you don't really like them that way. you know leading them along for a ride.

Meaning, to say you like them and really you don't like them, lying to them making them believe they are valued by you. A lot of heartbreaks are from this and it's a nasty thing to do.
