why is the government responsible for providing trailers for hurricane victims?

i have been looking at the trailers that fema lets the victims of hurricanes use on their auctions,and the people stoled half of the stuff in them. come on does anybody have any self respect anymore. i think the government should quit helping all these people and maybe they will try to find a job quicker, and quit stealing more from the tax payers. i dont work my *** off to support low life scum that think the government owe them a living. what do you think?

They aren't, they can give them cash instead to rent out apartments in a different part of the state.
