no, a cd writer will not burn to a dvd, you must have a dvd writer.

Yes you can but you will NOT be able to use it on a computer that doesn't have a DVD-ROM. As long as you are aware of that then you should have no worries.

since your dvd is rom only, you can only record onto the cd format.

If you have a DVD burner as well, then yes. Otherwise, no
