Learn HTML language and an imaging program (Photoshop, etc) and maybe a little programming wouldn't hurt.

and the second thing is the navigtion. it must be user-friendly. depends on the nature of the website, you can use conventional way or unconventional way to build your navigation system.
the web archeteture is important, when you design a website with database and backscript, you must define the infrastructure. you must condsider how to build it in a way so users can update it easily and if new content and features coming in, what is the best way to avoid affecting other parts of the webpage.

Well, if you want to go the cheap way, you can use a site like googlepages, that is free. its very user-friendly, but your customization options and layouts are limited.
If you're looking for a very professional page, and more in-depth, you can use Microsoft FrontPage, or Adobe (formerly Macormedia) Dreamweaver. I've used both and i'm a big fan of either of them
