There's some good sites listed above, but there is also another quick tool on the directory below that you can use to filter by location, star rating and price, then dig into the availability searches to see what's on offer as free inclusions ( like breakfasts and amenities ).

One tip - locate yourself well because transport can greatly add to your budget - so can meals. Here's some sample destinations:

Paris - http://www.cheaperthanhotels.co.uk/France/Paris/
Berlin - http://www.cheaperthanhotels.co.uk/Germany/Berlin/
Rome- http://www.cheaperthanhotels.co.uk/Italy/Rome/
Spain - http://www.cheaperthanhotels.co.uk/Spain/
Seville - http://www.cheaperthanhotels.co.uk/Spain/Seville/
Alicante - http://www.cheaperthanhotels.co.uk/Spain/Alicante/
London - http://www.cheaperthanhotels.co.uk/United-Kingdom/London/

etc etc

You can also dig into the official Tourism Bureaus tha treally support backpackers with info from here:

Good luck with your planning

Hostels.com is probably your best bet.

You might also be interested in these sites:
Check out IgoUgo.com It's a traveler review site where travelers post independent journals of their trips - where they stayed, what they did, etc. You might also try TripAdvisor.com. It's one of the best review sites for Hotels. I'm not sure if they have reviews for hostels, though.

Try http://www.hostelworld.com . I've used it on numerous occasions. Not only will it give you many options, but it also gives a description of the hostel itself, what rooming options are available, and the prices.
