I believe it was Cheney. He has ties to the project for a new American century. I have read the document that was written by the Neocons more than twenty years ago. 9/11 was the "new Pearl Harbor" that was necessary to their plan.

Plans were being made by Al Qaeda for years to attack the WTC for a second time. (Note they did it before when Clinton was in office but they didnt manage to destroy the buildings) It was no americans fault for the attacks just the terrorists.

Bush is way to stupid to be a part of that. He can't even tie his shoes without Cheney's help. So if anybody it would have to be Cheney but I don't think it was him either. I think it was strictly a Neo con plan. Guys like Paul Wolfowitz.
