They are released one month ahead of the Oscar telecast on whatever Tuesday that turns out to be. So this year the telecast was on February 25th, so the nominations were released on the 23rd of January.

And the eligible films are the films released in a qualifying city (NY and LA) between Jan.1 and Dec. 31 of the calendar year.

They were announced in January 2007. I believe (but could be wrong) that anything release between Jan. 15 2006 and Jan. 15 2007 was eligible to be nominated.
