I have no idea why they did this, maybe they were mad because I didn't go to their party, but it got me really mad. I don't want do something that will get me in big trouble, like egging their homes. That would also get their parents and siblings mad, and I want to avoid that. Any suggestions?

I know this is really immature of me to suggest this, but, go to Barnes and Noble and head over to the magazine racks and collect all the subscription cards from inside the magazines and sign them up for all sorts of exciting magazines: Popular Mechanics, Ladies Home Journal, BusinessWeek, National Geographic, etc... Anything that would be of no interest whatsoever to them. Make sure you check off the "Bill Me" option on the subscription card. Boy will they be pissed when they get a bill for magazines they didn't order. Even more annoyed if it goes to a collection agency. They will also get on all these mailing lists because magazines sell their information to other companies. This is an old classic.
To be extra mean, you can accidentally "mispelled" their name to something rude like: Allan Jerk, Tom Dumass, Dick Small,
Even Meaner:
If there is a line for "Company Name" you could put down "People for the Legalization of Marijuana" "NAMBLA, Inc." etc...
If possible, include their real phone numbers, (mobile numbers are best because it will eat up their minutes) so that telemarketers will start to calling using those fake names.

Agree withTW you can also do this online , when you fill out the cards with thier name misspell it so it becomes disrespectful . twist up the spelling , use nick names for the first name . If you get blank labels you can print up address labels , saves time filling them out , and dont forget the ones that are surveys showing that they are interested in stuff , some of these cards ask for the phone number , at this piont they will start getting tela marketer calls asking for them by the gag name .

Let you parents know who did the TP job on their house and have them call the police and you let the police know how you know who did it. Having the police show up at their house and question them about vandalism should settle them down pretty quick. Especially if their parents ground them for a long time because of it.
