I'm not queeny (at least I don't think I am =/) but in my opinion some guys just like to play with the stereotype and have some fun with it.
A good friend of mine is as flamey as I've ever seen and I can't say that it's looked on negatively by other gay men. It suits him (I can't imagine him any other way) and I for one say all the power to him if that's what makes him happy :).
Just my 0.02$ :),

I think it is a bit of both. 'Queens' are often about display and surface stuff. They march around with all the bravado and confidence of a desperate 'man'. I do know some people who are 'camp' by nature and I venture to add I separate them from the 'queen' label. If you go further and ask why do they feel the need to be noticed and in such a way that is bound to attract homophobic comments and actions. The answer is not (honestly) because they feel the need to be who they want to be. It is more a case of being so desperate for attention they don't care whether it is positive or negative attention they get, they need that attention. To me that is a definite sign of wearing abuse like a banner!

I'm not sure I understand this question. Why can't both be true?
Some gay men wear their "sissy" status proudly, and (completely unrelatedly) some people use the term "sissy" as a term of abuse.
It's like asking, "Is an apple a fruit, or do some people like apples?"
