Okay, you got enough answers, but I'd rather just say: "Nice meeting you!" (If I meant it.)

It's an introduction when you meet a stranger. You are showing the other person that meeting them is a pleasurable experience and you're glad to have met them.

"It" refers to the experience of meeting the person.... as if to say, "this is a wonderful thing, meeting you like this". Is your school bus full sized, or what?

We could say, "meeting you is nice" and leave out the pronoun.

how is that different from "It is cold outside"? what is cold? you? why not say "I am cold outside"?

same reason you dont say "I am nice to meet you".

its like saying "meeting you was nice" or "being outside was cold"

"It" refers to the action of meeting someone. "It" was nice.

to clarify - read it more like this: "It was nice, to meet you." or better yet: "It was nice." "What was nice?" "Meeting you."
