what do you do if you didnt receive your 1099 misc form by January 31?

Talk to your employer he/she is OBLIGATED to send it out by 1/31/07 or else!!! It may have gotten lost in the mail. They can send another.

Go by a main branch Post Office they have racks of forms.
Go to local Soc Sec Office and get a form or call them and they will mail you one. You got a federal courthouse, go to the Fed Clerks Office if they are out, you'll be sent to the abone mentioned.

Contact the company who was supposed to distribute it. It may be a real mistake
