Milk from the grocery store is too over-processed for rabbits to digest (cats as well).

No. Your 3 week old rabbit should still be getting mother's milk. If the baby is an orphan then you want to give them something especially for baby bunnies. This article has excellent advice on care and feeding babies including a recipe for a formula. I wouldn't be giving her any lettuce or greens right now and she is just at an age where she might be interested in pellets. Be sure that the pellets are plain (no treats, nuts, seeds, corn) and are alfalfa based:

Most animals can't digest cows milk, however, goat's milk or sheep's milk is ideal for young animals that won't eat regular food. You can buy goats milk from organic or natural food stores, just warm it to body temperature before feeding it (only a little at a time). Then after a couple of days of just milk, add some to her pellets, this way she will associate the pellets with food (the milk).

I found a wild baby rabbit once and nursed it till it was able to eat lettuce and pellets. I called a vet and they told me to use regular baby formula. So I got the cheap stuff and I had a health bunny...... Good luck.......

i wouldn't, it will cause lactose intolerance side effects, upset tummy, diarhea...etc.
petstores usually sell formulated milk especially for rabbits, i'd get some of that. also, try carrots and a rabbit pellet that has dried up chunks of fruits and different shapes... and eating lettuce all the time is 50% allright, you should make sure its not iceburg tho...get dark leafy greens like cabbage and romiane...

I know that you can't give rodents cow's milk because it will kill them. I don't know about cavies, but I wouldn't risk it. And you know that iceberg lettuce is poisonous to little animals, right? I think you're supposed to give kitten formula to cavies, but you might want to check the labels.

kitten milk replacer generally works, but i believe goat's milk is better. You can forcefeed her with an eyedropper or syringe, but be VERY careful not to force fluid into her lungs by accident.
