It is the responsibility of everyone. Laws can be passed and enforced by the police, but that will not completely eliminate hateful acts. The gay community can work towards peace and acceptance, but they only make up a small portion of society. Everyone, gay or straight, religious or not, should take on the responsibility of ending homophobic violence.
Regardless of whether you're for or against gay rights, there is no excuse for violent hate-crimes, and its everyone's responsibility to prevent them from ever occurring.

The best way to stem the flow of violence is for gays to keep their business to themselves and not try to force acceptance of their lifestyle on others. That's why the gay community is a target of violence in the first place.

It's the responsibility of half of everyone as a whole to accept it, and yet it's the responsibility of the other half to not accept. If no one hated gays then no one would accept gays, it's just be what we as humans call "normal"
